This subcommittee was formed on 8 September 2016. Its focus has been to monitor and advocate for a just, rights-based implementation of the New York Declaration for Refugees and Migrants. One of the primary tasks has been to participate in the preparatory processes for the 2018 negotiations of a Global Compact for Safe, Orderly, and Regular Migration. UN Member States committed to the development of both of this compact as well as a Global Compact on Refugees in their adoption of the New York Declaration on 19 September 2016.
On behalf of the CoM, the Subcommittee, in consultation with the CoM Executive Committee, has prepared statements in response to the invitation by the UN SRSG for International Migration, Ms Louise Arbour, for civil society input into the each of the thematic consultations being held in 2017 in preparation for the adoption of the Global Compact on Migration in 2018. Each statement was written in response to an Issue Brief written by the SRSG prior to each thematic session. Each statement was then circulated to all UN Permanent Missions, to the SRSG, to numerous high-level UN officials through the office of the SRSG, and to the CoM’s civil society partners worldwide.
