While past summit meetings of the Global Forum on Migration and Development (GFMD) had been chaired and hosted by a single country, the UN Member States adopted a new strategy for chairmanship of the meeting in 2017. It was decided that the 2017 and 2018 meetings would both be co-chaired by the governments of Germany and Morocco, that the 2017 meeting would be held in Berlin, Germany, and the 2018 meeting would be held in Marrakesh, Morocco. It was envisioned that this strategy would enhance continuity between GFMD meetings and ensure the Forum reflected the interests of States with different historical perspectives on migration and development.
