Two processes emerged from 2016’s New York Declaration on Migrants and Refugees: a process to develop a Global Compact for Safe, Orderly and Regular Migration (GCM) and a process to develop a Global Compact on Refugees (GCR).
Throughout 2017, the CoM was deeply engaged in the consultative and stocktaking phases of the GCM development process (see GCM Subcommittee page for more details). The GCR development process was more closed to civil society in 2017 and took place primarily in Geneva.
Global Compact for Safe, Orderly, and Regular Migration in 2018
Negotiations of the GCM will take place at UN Headquarters in New York. They will be held on the following dates and times:

All ECOSOC-accredited NGOs and stakeholders given special consultative status for the GCM process are welcome to attend the above negotiation sessions. They are also invited to submit written statements on the draft text of the GCM to gcmigration@un.org. Submissions may be made at any time prior to the close of negotiations on 13 July 2018.
The final draft of the GCM will be formally adopted during the intergovernmental meeting days of the 11th Global Forum on Migration and Development, which will be held in early December 2018 in Marrakesh, Morocco.

Global Compact on Refugees in 2018
The development of the GCR will continue to take place at the UN Office in Geneva. It will include six formal consultations with civil society to be held on the following dates:
- First formal consultation: 13 and 14 February 2018
- Second formal consultation: 20 and 21 March 2018
- Third formal consultation: 10 and 11 April 2018
- Fourth formal consultation: 8 and 9 May 2018
- Fifth formal consultation: 12 and 13 June 2018
- Sixth formal consultation: 3 and 4 July 2018
While all six consultations will be held in Geneva, stakeholders based in all regions are invited to submit written contributions relating to the process of formal consultations that can be posted on UNHCR’s dedicated webpage (aussi en français) or e-mailed to refugeecompact@unhcr.org. UNHCR has asked that all submissions follow their guidelines for the GCR process.

Following each formal consultation, UNHCR will share a revised draft of the GCR, reflecting the key outcomes and suggestions received, which will serve as the basis for the next formal consultation. The CoM will post the drafts here as they become available.
